where is the server, on your computer or you have some hosting ?
if you have a domain name like tracker.com you can access the database control panel on tracker.com/phpmyadmin

just create a database and name it what you want then click import and import the database (sql file)

and you can see a lot of video abou this on youtube, search for: phpmyadmin import
