header.php and trash code of TSSE

ok if anybody looked at the code, will see how messed and horrible this code is
the codes keeps going in and out of php without any point, it's probably the most disgusting code ever presented

in the first place why is it even php?
looking at phpbb code they just use html as of overall_header.php

ok let's keep it in php but here are the issue with this header
1. it's just slowing site
2. if you switch direct of site things gets of page and menu is not affected so the menu bar gets out of the picture and mis-aligned from everything else

I'm no good in coding html nor php but I hope somebody is willing to rewrite the crap to make bi-directional and more efficient
