First tell us which tracker you are interested in, public or private. As one colleague said, it would be best to look at something free. There are many good free sources

same simple as ...

if you a have a lot money go with your custom script with good developers not just one as one cont build entire system .

if you dont money to spend just rent script like tsue, tsse. BT manager etc scripts

if you have good skills in coding and manage servers security etc then choose a script like tbdev, u-232 , unit3d, TT, others

if you dont have any above skills or money just be a user of a tracker not be a owner of tracker

hope now you can decide.
nothing in this world is free when its free it will cheap or no service..
