how to make users able to upload a torrent file?

HI
i am using v 5.6 ..i found out that users are not able to make a torrent file and upload it unless they fill a form first
how to edit this and make all users allowed to upload a torrent once they register

just take a look at the site settings Manage Usergroups
edit the usergroup and set can upload to yes
