Torrent tracker or forum

Hello techguys,
i am thinking to build my own tracker or a forum. Now for the hosting part i think that for the forum the best sollution will be the siteground.com because it hasnt problems with copyright laws i think. But for the tracker? the santrex isnt good because in the policy they say that "they cooperate with legal authorities if they find illegal content". So i want one server which will be in a country without copyright laws,and in this way i will not go to jail. I will use and vpn.

yeah just they don't let the guy thats hosting allowed lol
this guy vanished, his first effort was destroyed in an attack, then he setup again and simply vanished....I have heard of overselling but don't you got to have at least any kind of server to over sell it ....
