ok... ive an issue i need help with..

in forums ive got this code in 2 parts...

PHP Code:

my aim... is to stop any posts and new topics from announcing into the shoutbox......
On some of the staff forums its ok... but theres a few it still does it...

any thoughts or suggestiuons would be appreciated...
