How i make those things
change the username make the shoutbox write Arabic pls help me

1. Daz already answered the first question about username
2. for Arabic I think I put it up in install guide that you need to use UTF-8 or local encode ... so for Arabic it's Windows-1256 and that should go in your tracker settings language and themes 3. Good Luck with your site :)
