TSSE 4.3/5.1 Cant promote a user to moderator

Hei i have a problem a can not add a higher rang than user,also i can not manage user to higher rang that user is automatic baned.Can somebody help me.

promoting user to power user requires ratio of 1.0
promoting user or power user to VIP should be no issue
promoting any class to any staff, user should be added properly on tracker settings --> manage staff team

thanks but i forgot to add koma betwen 2 users .My name and second who hadd to be staff user now er bouth acounts banned, i can not longer logg in like team leaderjust like a user.

just add , at end

user:1,user:2
should be innough
but dont work on some servers
just add , like
user:1,user:2,
