tracker settings-manage usergroups- edit each usergroup to allow or disallow the 
option to upload externals then in your main settings look f or enable external 
peers and external scrape if you cant do that get someone who can

I knew I could. You can re-formulate how the thing should be done AutoMode to upload them to the site with your announce URL of the tracker announce URL of a torrent file.
