Tracker error in 5.4.1

i set up and configure a tsse 5.4.1 but when i am uploading file to the tracker and start to seeding im getting this error

any ideas?

private patch is enabled and im getting announce url without passkey but when i disable the patch im getting announce url with passkey ... it dosent work in any case and still getting the same error...
