From what I can make out.
He wants the upload application.
Changed to membership application.
So he can vet possible members before he accepts them.
Turn off signup, so people have to apply to become members.
If he accepts them, he can create an account.
And then email their login details to them.
My issue is.
All the data is store in the sites data base.
And is open to SQL injections, ( hacking ).
From unwanted parties.
I would create another data base.
Just to deal with the membership applications.
Better safe than sorry !!
