well you didn't provide any information about your host ...but looking at your picture i see xampp in system bar so I guess you're running your tracker on that
so... you didn't setup the smtp mail server on xampp or didn't forward proper ports on your router

btw watch out from skype it takes over ports that you need to run xampp
