Not sure what your asking there, but if I understand it right....
Install it in english, then change the site through the tracker settings to whatever language. Never seen the installer hang up on a language problem for the db before. All I can think of is that the db you created is not the same language the installer is looking for and is hanging up there.
Dump your tables, and start the install clean, make sure you have the right db and user and pass.
If worst comes to worst look in these forums for the WDW 5.6 release it has the db already in there you could just import that db and see if that gets you around the issue.
