Look like I said in the PM i'm no expert on Xampp but one thing I forgot to tell and probably unrelated to the current error but will trouble u later has to to with the PHP version. U see tbdev was made on PHP 5+ and the newer Xampp uses php 7+ so u will either need to download an earlier version or install Ubuntu 12.4 on a virtualization like VirtualBox.
I really suggest the second option. Although the absolutely best option is to use an old PC as a web server or buy a VPS or Dedi.
