sorry for my english...i had the same problem today ....you must pu "#" .This is the corect code:
#if (!in_array($ann, $announce_urls, 1))
#bark("invalid announce url! must be <b>" . $announce_urls[0] . "</b>");

you don't have the # before the bark code ;)) at me is puted before the "if" word to,but i saw that it doesn't matter there ,just the begining of the bark word.hope that i helped you
