why is the forums.php redirecting to an unknown ip?

I upload a torrent correctly (everything is OK) but when I downlod it (to start seeding) utorrent say:
"your client is not connectable! check your port configuration or search on forums"
please someone help !!

open with notepad that file and go to Format-> Encode in UTF8 without BOM and error is corrected!
