Goto Admin CP
Then Tracker Settings
Then find Max num. of seeds with same PID and set it to 5
Then find Max num. of leechers with same PID and set it to 2

should solve your issue

Bump: or check user group settings in ACP....

make sure the max active downloads per user group is set right
