Port = Not Block / But i don't know how to setting tracker.

First this source code should work right out of the box.

But one thing I would try is changing to a older version of utorrent to see if that works. Also are you trying to seed and leech from the same ip address, cause some trackers won't allow you to do that from the same ip address.

couple quick issues I see here and on your little site,
first could you have buried it further from the root?? Geezz
Make sure that path is in your tracker so that it can find it.
do the tracker fix for tsse
finish setting it up, its a mess.
if you can't find the backend to set it up then try another hobby.
Even tsse isn't a turnkey tracker got to be willing to do code, got to be willing to adjust and set it up as your tracker.
And if you don't have notepad++ then you just answered your own question.
