Which one of announce.php is "the best"?
By the best I mean works faster than othe, with better performance.

Are you looking solely for a tracker script? Then something like PHPBTTracker+ would be your best option. More info here: http://phpbttrkplus.sourceforge.net/

Php is limited so if possible it would be better to use XBT.
