from phpmyadmin select the tracker database, go to search and find your username in users table. edit and look for "enabled" check the button "yes" ans save.
you also can do a search for your IP. in table "iplog" select browse and delete the entry with your IP.

I have the same problem and I can not run or how you delete any database and install the bag if no other source so I say help me
