here is the question what hte heck is your language and what encoding did you use to edit the language files? attach a sample language file and I'll try to figure it out
don't forget that overall header and footer has to be encoded in UTF so everything works properly

here is something else you can do for me, stay in regular english make sure to have language theme in tracker setting setup to UTF-8 in both encoding boxes then try to type in your language on Shoutbox

missing curl support
missing GD and/or ImageMagick (forgot what TSSE uses)

for you language to work properly use Notepad++ to edit in Unicode mode or whatever you use, i use Dreamweaver somehow it works pretty good for me just to save the files :) and you will notice proper encoding unless you get both overall header and footer lanugage files fixed and whatever sandwiched between but eventually it should show properly

normally no you don't get banned unless somebody from same IP keeps trying to login so that IP would get banned
To get it fixed well I can't remember exactly how to fix this but go to your phpmyadmin and for table "users" click on "browse" find yourself and edit ... after that try to find anything where it says banned

otherway login form different IP or create new user from different IP
NOW MAKE SURE TO BACKUP the database and /config/
edit the rank in phpmyadmin also add userID + userName in /config/STAFFTEAM

here is an example
so again UserName:UserID,AnotherName:AnotherID,
make sure there is : (colon) between username and userID and always end with a , (comma)

Once you create the new TeamLeader then you can unban the other one :P

also change number of trying from 7 to whatever you like it's in the "tracker settings"

I don't even know why you're bothering with 5.1 especially 5.4.1 is almost ready
