Yes you are correct and I didn't think about some users not knowing how to use a shell editor, but also you are assuming that they know how to install webmin. In the end it would be easier for a user to use nano then to learn how to install webmin search for php.ini file and then edit it. Both methods we mention would work and there are several other ways to edit this file.

Its very easy to in install from source and Webmin is for people who have little experience with Nix/Deb Distro's in a whole.. Eg PHP config Apache VHosts (If using Apache) and mounting/disk quotas and so and so on...
