HTTP Error 500 - upload torrent

Ok first i have a vps server, centos 6.3 32bit. Second I have install zpanel since every attempt to get webmail and things to work have been a failure so zpanel fixed this. Third I'm using ioncube, and installed memcache. So I'm using TS SE 5.6 Nullified By Nightcrawler source. Install works site is up and working, but my tracker is showing up as HTTP Error 500 when trying to upload any torrent. If anyone has any idea's on what my issue might be it would be appreciated...

look for error_log in /var/log/httpd

'/etc/zpanel/panel/announce.php' not found or unable to stat

Bump: weirdest thing i change announce.php and language_announce.php chmod to 777 now tracker is working fine
