PHP 5 compatibility mode: NO

You need to edit your php.ini file.
look for the line that read
Zend.Ze1_compatibility_mode = Off
change it to
Zend.Ze1_compatibility_mode = On

Did you use TS ? for that install?
maybe you need different version of php
I recommend 5.x can you use it with appserve if you host the tracker, if don't you have to complain at your hosting.
