New tracker torrent

Blank people, I need a source in order to make a new tracker with these characteristics:

- inner forum type: smf, phpbb
- souce with support, best if in Italian
- possibility to have 10000 members recorded with 500 members connected in simultaneous
- control of the chaters

with btit I have the following problem: it does not support thus many members and they do not have a hack for cheater, it would have to be installed in the serveur xbt in order to support many members thus and at the moment use a VPS

I have not tried and therefore I do not know well you say that it is succeeded with announce.php supporting 10000 members without problems and with more than 500 members in simultaneous and c' it is a hack for the chater?
