[TSSE 5.6]modtask problem

Hello, when i promote or set a user as donor, he should receive a PM telling him he has been promoted or has been set as a donor but the user doesnt receive the PM. I tried warning and remove warning and the user received the message, any idea whats wrong? :unknown:
