check your admin setting and make sure that you have your site url set right.

http://yoursite.com
easy way to check is go to upload and it well tell you your announce url there if it only say's announce.php then you need to fix this.
if the torrent that you are trying to upload is external(not from your site)
then the site that torrent is from is not responding or you do not have fopen set in php.ini settings
