Sorry, you're confusing me here. What exactly are you looking for? Considering you posted in the TSSE forum, you yourself run it.. Right? The "mod" on half of the download, is already available in 5.4.1, don't know about the older versions though. Just edit your torrent to make it a Silver torrent, from there any user download that specific torrent will only have his/hers download monitored 50%.
For the double upload, you pretty much do the same as with Silver torrents.. Just edit the torrent, enabling every user who seeds that specified torrent to receive 2x of upload data.
