change to 0 * * * * the 10,25,40,55
and see if it updates from hour to hour
or you can just put
@hourly php /var/www/peerupdate.php 66f7321mK5F7bH5378P3A019E10Tw0sJ >> /home/root/logs/peerupdate.log
also take a look at all the logs and see if something is wrong.
