what's your charset collation?
I know some arabic sites are using
cp1256 you can also try UTF8 but if you use that then you should go to Tracker Settings --> themes and languages and change "Default Character Set" so if your database using UTF8 then type in utf-8 but if your charset is set to cp1256 then use windows-1256
or something similar I'm kinda buzzed right now :P also when you match up the charset and themes setting it might only work on new or edited comments
