Did you ask to see any of his work that he has done in the past or at least been able to test run the design before paying him or did you pay him before the job was started ?
Just from seeing wtf asking for you to close the dispute simply shows he wasnt willing to refund you as thats all he would of needed todo for the dispute to end safely .
