well to answer your question

announce.php with tbdev/u232 can work by it self (i think it requires another file with functions for u232)
but there is database behind it ... you would need some values from tables users, torrents, snatched etc... before its functional


but if you install some forum like ipb/vBulletin/phpbb or any other really ... copy announce.php to root
and make sure database tables match to whatever is in announce.php .. it will work


announce.php gets most of the hits (http requests) .. thus it has to be "game" for it self
