Depends what you prefer...

I like TBDEV/TS/U-232 But you'r choice is entirely up to you.

TBDEV = No new Release and no support forum
Lot of mods and themes and some good coders have worked on it but new mods well be limmeted and the fact php coding is doing allot of changes the source is going to need allot of work in the next few months to catch up to standerds.

TS = you get what you pay for

U-232 = Nice peace of work Need mem cache installed on server to take full advantage of the source. A lot of good coders working on this source.
No support for external torrents.

Torrent Trader = Another Nice source but same as TBDev Support forum is scretchy at best.
lots of themes for this source also with lots of mods But also same with TBDEV it is going to take some work to make it compliant with php

pHpMyBitTorrent = Nice source Has some bugs with most of the fixes posted here or on there forum.
got a few nice themes and lots of mods in it already.
It supports External torrent and has a intergrated phpBB3 forum.

BT.Manager = New source Fully suporting internal torrents and External torrents.
Only one theme to it right now as to the fact that it is only in RC1 At this time.
Theme is easy to edit as you do not have to mess with the source code to change things and each page has its own template so your not stuck with making one change and it effects the hole site.
No Need for memcache as it works with a File cache system.
Fully robust Admin panel with every thing being editable from the admin panel and not needing to edit the source code to change turn on or turn off things.
Fully built in forum system built off phpBB only a lot lighter.
adding new user groups is very easy to do threw the admin panel with only a few clicks.

I can go on about most the source codes out today but in the end the choice is completely up to you in the rout you take.
If you are not a good coder then you really well need to learn or get ready to spend some money.

It is Really getting kinda old that this question gets ask time and time again with 99% of the time the user never uses a code listed by anyone here and most of the time they want to use a code from a site that they go to all the time thinking that it well make them as popular as that site is.
In the end they try a few codes cant get it to work cant get users to there site or never do anything at all.

Full modet ?

where can i find scripts in full moded?

As for the initial question the answer is none of them, as it's a very subjective answer depending on where it is asked. In the end it all boils down to what your wanting out of a tracker and how proficient you are at coding.

Never settle for a source based purely on what someone may say as their views on what is the best could not necessarily be best for you?

If you know what your doing then any of the codes could be changed into something unique to yourself, or you could take bits and pieces from many sources to create something unique.

If not then your going to what to go for a source that has some kind of support forum.

As for Fully Modded Sources there are a few, just have a look through this site and install a few of them on localhost first to have a play around with them and go from there.

For me it was : btit, ts 1.3.9 , ts3.1 ts5.6 :)

i've tried tbdev but no more support , tbdev support forum closed definitively ::muscle:

For easy install you can try those who have installation included.
