it looks like you're clueless on how the power user rank work!!!
by default if user under 0.95 ratio YOU CAN NOT promote him/her to Power User because system will swing the user back to user!!!

for promoting to moderator and up, you need to add that user in STAFFTEAM under tracker settings, there is a little help bubble take your mouse over it and read
