am looking for a good cheap reliable host where i can run just torrent without trackers & ratios in country that safe for torrents.

private not safe any more, but it will replace "ratio" with " comments & voting system".

Have a look for a cheap vps, aslong as you keep it members only and not public indexing any host should be fine. Just stay under the radar
