no, you require several other files. announce.php can't work by itself.

I tried to use php-tracker.org and i got this error in utorrent: Invalid length of info_hash.

i don't know that code, but it would seem from the error that the info hash length isn't supported or it is above the allowed length

No, i will build a private tracker.

then for private trackers you need accounts, therefor you need interface so that people could make account.
in a private tracker announce is linked to accounts so it will correctly count stats for the correct account.

I know that... but i dont know how to write the announce file (in php)...

since you dont want any interface, how will users make account ?
there are a few scripts out there, just use what you 'feel' into u
gazelle, btmanager, tbdev/u-232 and so on..
