Regards to cheap hosting I would rather use Virtualbox with a Linux distro then to use a very cheap hosting. Another thing you will need to check out if you are bent on getting cheap hosting.

I would first.

1) Check what bandwidth quota you get with the package.
2) Look at there take down policy.
3) Make sure the package will support the tracker you are opting to use.
