TS 3.1 new user & uploader
 

I cannot for the life of me find any help elsewhere as to make a new user announce in shoutbox and new upload announce in shoutbox for TS 3.1 nulled by bind, I would really appreciate it if someone could maybe point me in the right direction, thank you all in advance :)
